| About the Speakers
Clem Rosenberger is the President and CEO of NexTier Inc. and NexTier Bank, and is the Federal Policy Committee Chair for the Pennsylvania Bankers Association. NexTier has been serving Armstrong and Butler Counties for nearly 140 years and is one of the region’s fastest growing community banks. NexTier provides consumer banking services, business banking services, cash management and investment services, through a network of 28 branches in Armstrong, Allegheny, Butler Westmoreland Counties, as well as 5 loan production offices in Pennsylvania and Ohio. In his role as President and CEO, Rosenberger is responsible for nearly 300 employees, the overall strategic direction of NexTier and the efficient operation of the organization. With more than 20 years of experience in financial services, Rosenberger was named President and CEO in 2016. Prior to his current role, Rosenberger served as Chief Operating Officer of NexTier Bank and Farmers & Merchants Bank and was the CFO of Farmers National Bank. Rosenberger also served as an internal auditor for S.R. Snodgrass while earning his CPA designation. Rosenberger is a graduate of the American Banker Association’s National and Graduate Commercial Lending Schools. He graduated Summa cum laude from Harding University with a Bachelors of Business Administration in Accounting. Rosenberger has been quoted by the Pittsburgh Business Times and CNBC, as well as other local publications on NexTier’s handling of banking issues presented by the Coronavirus crisis and the Paycheck Protection Program.
Duncan Campbell became the Pennsylvania Bankers Association’s President & CEO in November of 2012. Campbell maintains management responsibility for leading and furthering the PA Bankers’ mission of being a premier financial services trade association, supporting the diverse needs of service providers in the Commonwealth through volunteer participation, industry advocacy, continuing education and grassroots activism. Prior to joining the PA Bankers, Campbell served as Managing Director of Operations for Ridge Global, the international security, risk management and business consulting firm founded by Tom Ridge, the first Secretary of Homeland Security and the 43rd Governor of Pennsylvania. In this capacity, he led the firm’s business operations to include client management, business development and administration. An experienced executive in both the private and public sectors, Campbell co-founded The Pennant Group, a homeland security advisory firm, in 2005. Before that, he served as chief of staff to Secretary Ridge at the U.S. Department of Homeland Security. As a principal advisor to the Secretary, Campbell engaged key national and international stakeholders in departmental policies, threat communications and interagency planning. Prior to that, Campbell was the Director of Intergovernmental Affairs for the White House Office of Homeland Security. Campbell also led the Republican Governors Association as Executive Director and served as Deputy Chief of Staff to the Governor and Director of the Governor’s Office of Labor-Management Cooperation during the Ridge Administration. Campbell earned a Bachelor of Arts in Government and History from Cornell University.
Gene Barr is the President and CEO of the Pennsylvania Chamber of Business and Industry, the state’s largest broad-based business advocacy association. He oversees all operations of the PA Chamber and its for-profit subsidiary, PA Chamber Insurance.Barr joined the PA Chamber in February 2003 and served for more than eight years as Vice President of Government and Public Affairs prior to being elected President in October 2011. During his tenure, Barr has worked on a large number of significant legislative and regulatory efforts critical to Pennsylvania’s business climate.Barr has more than 40 years of experience in various facets of government, political and public affairs activity, as well as business operations. He worked for BP America (the U.S. subsidiary of British Petroleum) for more than 12 years. In 1992, Barr joined the Associated Petroleum Industries of Pennsylvania, the state office of the American Petroleum Institute, as Associate Director. In 1997, he was named Executive Director of API.In 2000, he joined the law firm of McNees Wallace & Nurick LLC, the largest Harrisburg-based law firm, to start a government relations practice.Barr served as a local elected official in the Philadelphia area for almost 10 years. He graduated from St. Joseph’s University in 1977 with a bachelor’s degree in Political Science. Previously, Barr was appointed by Gov. Ed Rendell as a member of the Stimulus Oversight Commission and served as a member of Gov. Tom Corbett’s Marcellus Shale Advisory Commission. In 2019, he was appointed by Gov. Tom Wolf to co-chair the Keystone Economic Development and Workforce Command Center. |
